You don't need to use clomid/nolvadex/toremifene. That is just too many SERM's. You can choose between clomid and tamox. I'd stick with clomid however (if you can deal with the side effects).

also the arimidex I have got is from a quite rubbish laboratory that is often underdosed
should I use nolvadex together with it, together with the hcg three weeks before my PCT starts.
or maybe I can use Arimidex at 1 mg instead of 0.5 mg

The reason is they do 2 different jobs. Arimidex will destroy 85 percent of oestrogen... while, nolvadex prevents oestrogen from going in receptors in the breast tissue.

I agree, there's no reason cheaping out, when you are wanting to restart your HPTA (specially in your situation, in which you abused anabolic steroids so much that full recovery might not be 100% possible)

You must use an AI with HCG. Aromasin or Arimidex.

Then Toremifene, as I recommended, together with Clomid. Clomid is the best of SERM's you can use for HPTA restart.
