these look like they contain mannitol or any other filler materials...
why 2.5mg EOD ? thats way to much. please take it back to 0.25 or 0.50mg EOD
your hypothesis is right it will not work well without UV exposure.
Yes i know in the beginning to good vials where supposed to look like the second pic almost empty later they came with all those crazy volumes,

i have pmd you the source, the second one is the best i have had very little content it looks almost empty but these contain no filler materials!

the second pic is pure mt2 without any fillers, the first one they claim its freeze drying proces but im afraid it...

The spray will suck up its content from the bottom of the bottle, so dont think this is the case, maybe it got contaminated over time ? how long have you stored the spray ?
