I am making Bac water, Benzyl Alcohol didn't dissolve in sterile water

Alright so I made bacteriostatic water for the first time today. Added 10iu's of Benzyl Alcohol to 10 milliliter of sterile water. I shaked the bottle and it seems like the Benzyl Alcohol forms drops on the sides of vial. My sterile water is cold after being in the fridge. Is that ok?

Benzyl Alcohols maximum solubility in the water is 4g/100ml. Any higher and it won't completely dissolve.

When you say 10iu's of Benzyl Alcohol you mean 1/10th of a 1ml insulin syringe am I right?

Benzyl Alcohol would be 1g/100ml in the blend that I made. Any advice on how to make it dissolve completely?

Minimal heat should work. You can simply leave it in room temperature and I am sure it will dissolve after few hours..

I used a 1ml insulin syringe and filled it to the 10 unit mark.
