Wierd Residue in Vial

I ordered from a new source in the USA that came recommended. When I added the bac water there was this weird almost residue on the inside of the vial. It almost looked like when you pull a sticker off and some the sticky stuff is still there. I have never seen this before. Any have any thoughts or idea? Something to be worried about?

Put it in the fridge overnight it should completely dissolve. You can slightly swirl it around a bit but don't shake it! Just wait til it dissolves.
