Flicking the glass softly while upside down usually gets them to drop, also helps if you give the vial a moment to get to room temp.
Only thing I can think of aside from playing with it and rolling it around is to add more solution to the mix, draw it up that way. That should work for you.
You could try pulling the pin almost all the way out of the vial, and pull the plunger
I can pretty much suck it dry like that.
I take the rubber stopper/cap off and angle/tilt the vial so that the pool of remaining liquid sits just at the lip of the end of the vile. This allows you to get the pin in at an angle where it can just rest directly in the pool of liquid and just suck it up. That is usually like the last 20-50mcg of whatever is in there.
I think all of the above combined (add more solution, room temperature, roll and gently flick (if at all) - in that order.
Plus store the vial upside down (when the end is near - last 3-4 doses).
I would not take off the rubber cap.
If I want to squeeze the last bit out, I'll usually add a bunch of air to the vial and let it sit upside down for a bit, then draw the needle out enough that it's just barely past the rubber inside and let the plunger all the way out slowly, usually gets nearly every drop of liquid out.
I just rip it off with a pliers. Adding more solution just dilutes what you can pull. You run into the same issue with some of it being trapped right at the stopper/rubber portion that extends into the bottle and it also prevents getting the angle you need to get into the neck in a way they lets you pull the last remaining amount.
I have the same trouble when I am using e-liquid in a plastic bottle, the trick to get any liquid out of a confined space is to circulate the airflow and create a vacuum while taking these others suggestion of tapping/playing with the container to use gravity to your advantage. I know the feeling of frustration, just work with it a little bit using these tips and let us know how it worked out for you.
